"Dominica passport cost" gets used for two completely different things, and the gap between them is the reason search results for the phrase are such a mess. One is the price of the travel document. The other is the price of the nationality that entitles you to it. Almost every page ranking for this term quotes the second and calls it the first.

The Eastern Caribbean dollar is pegged to the US dollar at EC$2.70, a rate the Eastern Caribbean Central Bank has maintained since 1976, so EC$150 is a little under USD 56 and EC$75 is a little under USD 28. Those are the real numbers on the document. If you are already a Dominican citizen, that is the whole answer, and you can stop reading.

What the passport application actually involves

The Passport and Immigration Department in Roseau publishes a short and specific process. Fees are paid at the Treasury Department, not to the Immigration Department, and you present a birth certificate, plus a marriage certificate for a married female applicant, to the cashier before paying. The Treasury receipt is then part of the application.

The rest of the requirement list is ordinary: the completed form, two recent photographs at 45mm by 38mm meeting a detailed specification on framing, exposure and background colour, and the original and a copy of your birth certificate. First-time applicants attend an interview with the Inspector, Immigration, and those interviews are also held at Dominica Consulate offices. Anyone collecting a passport on someone else's behalf needs a notarised written order, even if they submitted the form.

Normal processing is two weeks. In an emergency, such as illness, the department states a passport can be processed almost immediately or within two to three working days. Stamps are no longer required on passport applications.

The CBI route: what it costs to become entitled to the passport

If you are not Dominican, the passport is not for sale and cannot be bought. What can be applied for is citizenship, under the Citizenship by Investment Programme, and the passport is a consequence of that grant rather than an item on the invoice. Now look for the passport in that schedule. It is not there. The last government charge in the sequence is the USD 500 certificate of naturalisation, and the Regulations state that it is payable in respect of and prior to the issuing of each certificate. Under the published process the Authorised Local Agent then uses that certificate to apply for a Dominican passport on the applicant's behalf, at which point the ordinary Treasury fees on this page apply. Any quote showing a four-figure or five-figure "passport fee" is describing an agent charge, not a government one, and you are entitled to see it itemised.

Validity, renewal, and the costs that come later

Dominican passports are generally valid for up to ten years, and passports for children under 16 are issued for five. That five-year validity is the recurring cost most family budgets miss: a child who is granted citizenship at four will need a new passport at nine and again at fourteen, on top of the adult ten-year cycle.

Renewal itself is undemanding. The CBIU states that an expired passport, or one with no free pages, can be renewed for a fee at the Passport and Immigration Department in Dominica or through any Dominican Consulate, with no need to travel to Dominica or to a Consulate in person, and that you do not need an address in Dominica: your primary residence will do. As a citizen you are entitled to a passport as a matter of Dominican law, and the CBIU confirms that entitlement is not contingent on continuing to hold an investment property.

What that leaves in a realistic long-run budget is small and predictable: EC$150 per adult per decade, EC$75 per child every five years, and EC$500 if you lose one. Set against the six-figure entry cost, the document is a rounding error. The honest framing is that you are not buying a passport at all; you are buying a status that comes with a cheap, renewable travel document attached.

Why this page does not list visa-free countries

Dominica regulates how its programme may be marketed, and the rules are stricter than most people realise. Schedule 2 of S.R.O. 8 of 2024 sets out Promotional Guidelines that prohibit, among other things, referencing visa-free travel to specific countries, territories and regions; displaying or publishing images of the Dominican passport or the certificate of naturalisation; using the phrase "sale of passports" or equivalents such as buying, purchasing or paying for passports; claiming citizenship at a cost lower than the minimum prescribed in Schedule 1; and falsely claiming that the grant of a Dominican passport is part of the process of the Programme.

That last prohibition is the one worth sitting with. Dominica's own law says the passport is not what the programme grants. The programme grants citizenship, and the passport follows from citizenship the same way it does for someone born in Roseau. A provider whose pitch centres on the booklet and a visa-free country count is, by the government's own standard, describing the product incorrectly.

It is also why any specific mobility claim on a page like this one should be treated as provisional regardless of who makes it. Visa-free access is granted by other countries, is revised without notice, and is not a term of the Dominican programme. Check the current position with the destination country's own authority before you rely on it.

Practical cautions before you pay anyone

Applications cannot be filed directly. They must go through an Authorised Agent, and Dominica charges those agents USD 20,000 to register and USD 15,500 a year to maintain the licence, with licensed promoters paying USD 20,000 and USD 15,000. Those costs are recovered in whatever fee you are quoted, which no government schedule publishes. Ask for it as its own line, in writing.

Check the agent against the CBIU's published lists before sending documents or money. The Unit maintains lists of Authorised Agents and licensed promoters, and separately a list of blacklisted agents, which is a rare and useful thing for a programme to publish.

Finally, the sequence protects you if you follow it. Due diligence and processing fees are payable on submission and, where an application is denied, the Regulations state that fees paid are not refundable. The contribution or property purchase comes after approval in principle, which the Unit must notify within three months of submission. Get your agent to confirm in writing which payments fall on each side of that line before any funds move. If a family member is also considering Grenada or St Lucia, compare the totals for your actual household rather than the headline minimums.

How to read a provider's passport line
