australia citizenship by investment cost
Australia Citizenship by Investment: The Reality
Australia has no citizenship by investment programme and no price for a passport. It had an investor programme and it closed: the whole Business Innovation and Investment Program shut to new applications on 31 July 2024, and the Business Talent visa on 1 July 2021. What replaced them is the National Innovation visa, which is invitation-only, has no investment threshold at all, and costs AUD 6,235 for the main applicant. Citizenship then costs AUD 595 after four years of residence. Figures from the Department of Home Affairs, checked September 2026.

Key takeaways
Australia has no citizenship by investment programme and publishes no price for a passport. Any page quoting an Australian investor threshold in 2026 is quoting a closed programme.
The Business Talent visa, subclass 132 Significant Business History, closed to new applications on 1 July 2021. The whole Business Innovation and Investment Program closed on 31 July 2024, and the Department of Home Affairs says so on the visa pages themselves.
What replaced them is the National Innovation visa, subclass 858. It is invitation-only, it carries no investment threshold at all, and the base application charge is AUD 6,235.00 for the main applicant, AUD 3,120.00 for each additional applicant aged 18 and over and AUD 1,560.00 for each one under 18.
The closed subclass 188 charges are still published and are still only visa application charges, never the investment. Significant Investor was AUD 18,335.00, Business Innovation and Investor AUD 12,505.00 each, and the subclass 888 permanent stage AUD 4,375.00.
Australian citizenship then costs AUD 595 on the general eligibility form, after four years of residence. A child aged 15 or younger included on a responsible parent's form is nil.
Australia closed the investor door, and said so plainly
This is not a case of a programme that never existed. Australia ran one of the world's larger investor migration schemes and then shut it. The Department of Home Affairs states on its own visa listing that the Business Innovation and Investment Program is closed as of 31 July 2024, that applications made before that date will still be processed, and that applicants who withdrew on or after that date may be entitled to a refund of their visa application charge for the Business Innovation, Investor, Significant Investor or Entrepreneur streams.
The Business Talent (subclass 132) visa, which included the Significant Business History and Venture Capital Entrepreneur streams, closed earlier still: to new applications on 1 July 2021. The Distinguished Talent visa (subclass 124) is also marked closed to new applications on the department's pricing table.
So the honest answer to what Australian citizenship by investment costs is that there is no such product to price. Australian citizenship is granted under the Australian Citizenship Act on residence and character grounds, and no payment shortens or substitutes for that. What follows is what actually exists instead, with the department's published charges.

The National Innovation visa is what replaced it, and it is not an investor visa
The National Innovation visa (subclass 858) is a permanent visa for what the department calls exceptionally talented migrants, aimed at established and emerging leaders whose contributions benefit Australia's future prosperity. It grants permanent residence on the day of grant, the right to work and study, Medicare enrolment, the right to sponsor relatives, five years of travel facility, and eligibility to apply for citizenship in due course.
The critical point for anyone arriving from a citizenship-by-investment search: there is no qualifying investment amount. None. The visa is assessed on achievement, and the department must invite you before you can apply. You submit an expression of interest showing your achievements, and applications are processed in line with Ministerial Direction No. 120, which sets both the processing order and the indicators of exceptional and outstanding achievement. If you are invited, you receive a unique reference to use when applying.
| National Innovation visa (subclass 858) charge | Amount |
|---|---|
| Base application charge, main applicant | AUD 6,235.00 |
| Additional applicant aged 18 and over | AUD 3,120.00 |
| Additional applicant under 18 | AUD 1,560.00 |
| Second instalment, per applicant aged 18 or over assessed as not having functional English | AUD 4,890 |
| Expression of interest | No charge stated |
A couple with two children under 18 therefore pays AUD 6,235 plus AUD 3,120 plus two lots of AUD 1,560, which is AUD 12,475 in visa application charges. The second instalment is only triggered by the functional English assessment, is payable per adult applicant it applies to, and is requested only if the department intends to grant the visa. From 1 July 2026 a lower charge applies to eligible Pacific Island and Timor-Leste citizens, recognised by the primary applicant's passport.

What the closed investor streams used to cost, and why it matters now
These charges are still published because applications lodged before the closure are being processed and the extension streams remain open to existing holders. They are also the clearest evidence of what Australia used to charge, which is useful context if someone is still marketing these visas to you.
| Visa | Base charge | Additional applicant 18+ | Additional applicant under 18 |
|---|---|---|---|
| Subclass 188, Significant Investor stream | AUD 18,335.00 | AUD 9,170.00 | AUD 4,590.00 |
| Subclass 188, Business Innovation stream | AUD 12,505.00 | AUD 6,250.00 | AUD 3,125.00 |
| Subclass 188, Investor stream | AUD 12,505.00 | AUD 6,250.00 | AUD 3,125.00 |
| Subclass 188, Premium Investor stream | AUD 9,455.00 | AUD 4,725.00 | AUD 2,365.00 |
| Subclass 188, Entrepreneur stream | AUD 8,455.00 | AUD 4,230.00 | AUD 2,115.00 |
| Subclass 188, Business Innovation or Significant Investor Extension stream (existing 188 holders only) | AUD 1,505.00 | AUD 760.00 | AUD 380.00 |
| Subclass 888, permanent stage, all streams | AUD 4,375.00 | AUD 2,195.00 | AUD 1,090.00 |
| Subclass 132, Significant Business History (closed 1 July 2021) | AUD 7,855.00 | AUD 3,930.00 | AUD 1,960.00 |
Two things stand out. The Significant Investor stream charged AUD 18,335 for the provisional visa alone, before the AUD 4,375 permanent stage and before the multi-million-dollar complying investment itself. And the extension streams at AUD 1,505 are explicitly restricted to existing holders of a subclass 188 visa, so if a provider offers you one, they are describing a visa you cannot apply for.
If a provider quotes you a price for the Significant Investor visa today, ask them to reconcile it with the department's closure notice of 31 July 2024, in writing, before you pay a deposit.

What the passport itself costs, once you are eligible
Australian citizenship by conferral is priced in Form 1298i, the department's citizenship fee schedule. The general eligibility application on Form 1300t costs AUD 595, with a concession fee of AUD 85 for eligible concession card holders, and no fee for children aged 15 or younger applying on the same form as a responsible parent. Fees are set in the Australian Citizenship Regulation 2016 and are indexed to the consumer price index each 1 July.
| Citizenship charge | Amount |
|---|---|
| Application for Australian citizenship, general eligibility (Form 1300t) | AUD 595 |
| Concession fee | AUD 85 |
| Child aged 15 or younger on a responsible parent's form | Nil |
| Application for Australian citizenship, other situations (Form 1290) | AUD 365 |
| Citizenship by descent (Form 118) | AUD 380 |
| Evidence of Australian citizenship | AUD 290 |
The cost that dominates is not the fee. It is the residence requirement. To meet the general residence requirement you must have been living in Australia on a valid visa for the four years immediately before you apply, hold a permanent visa for the last twelve months of that period, and not have been absent from Australia for more than twelve months in total across the four years, including no more than ninety days in the final twelve. Children under 16 do not need to meet the general residence requirement but must be permanent residents.
Read the absence limits carefully, because they are what actually defeats internationally mobile applicants. Ninety days out of the country in your qualifying final year is a tight budget for anyone running a business elsewhere. There is no fee that relaxes it.

Building an honest Australia budget
A realistic total has four parts, and only the first is published as a single number. The visa application charge is AUD 6,235 plus dependants for the National Innovation visa. The second is health, character and identity: the department requires health checks, police certificates and biometrics, and does not publish a combined figure for them because they are bought from panel providers and police forces in whichever countries you have lived. The third is professional fees, which no government schedule covers. The fourth is the citizenship application at AUD 595, four or more years later.
Notice what is absent from that list. There is no contribution, no fund subscription, no property threshold, and no donation. If your budget for Australia contains a six-figure line labelled investment, the money is buying a business or an asset in Australia on ordinary commercial terms, not buying a visa, and it should be assessed as a business decision on its own merits.
This is the same structure we found in Norway and Austria: countries with no investment route where the searchable phrase persists because marketers use it loosely. If a passport rather than a place to live is the actual goal, the programmes that genuinely publish a price are the Caribbean ones, and our citizenship by investment vs golden visa page explains which question you are really asking.

Red flags specific to this search
Three pitches circulate against this keyword and all three are checkable in a minute. The first offers the Significant Investor visa with a AUD 5 million complying investment; the programme it belongs to closed on 31 July 2024 and the department says so on its own page. The second offers a subclass 188 extension; those streams are for existing 188 holders only. The third offers the National Innovation visa as an investor product with a minimum investment; it has no investment criterion and is invitation-only after an expression of interest.
The test for any of them is the same one that works everywhere in this market. Ask the provider to name the exact visa subclass, link to the Department of Home Affairs page for it, and state in writing the legal basis on which they say it is open to you. A route that exists can survive that question. Nothing that cannot survive it should receive a deposit.
Why this search returns so much wrong information
"Australia citizenship by investment cost" is a query with no honest answer, and that is exactly why it attracts pages that give one anyway. It is worth naming the three failure modes, because you will meet all of them.
The first is quoting a closed programme as though it were open. The AUD 5 million Significant Investor threshold is the figure that circulates most, and it has not been available to a new applicant since 31 July 2024. Home Affairs prints the closure notice at the top of the stream's own page. A page that quotes the threshold without the closure date is either out of date or is not reading the source.
The second is presenting a visa application charge as an investment. The AUD 18,335.00 on the old Significant Investor stream was what it cost to lodge the application, not what it cost to qualify. Those are different orders of magnitude, and conflating them makes a closed programme look far cheaper than it ever was.
The third is treating the National Innovation visa as the investor programme under a new name. It is not. It has no investment threshold, it cannot be applied for directly because it is invitation-only, and the pathway it describes is talent and record rather than capital. If a provider offers to secure it for a fee proportional to an investment you make, the fee is not connected to anything the Department of Home Affairs charges.
The honest budget for Australia therefore has no investment line in it at all: AUD 6,235.00 to lodge a National Innovation visa if you are invited, and AUD 595 for citizenship four years later.
Common questions
Does Australia have citizenship by investment?
No. Australia has never granted citizenship in exchange for a payment, and it no longer runs an investor residence programme either. The Business Innovation and Investment Program closed to new applications on 31 July 2024 and the Business Talent visa closed on 1 July 2021. Australian citizenship is granted on residence and character grounds under the Australian Citizenship Act, and no payment shortens or substitutes for the residence requirement.
What replaced Australia's investor visas?
The National Innovation visa, subclass 858. It is a permanent visa for exceptionally talented migrants, granting permanent residence on the day of grant. It has no investment threshold of any kind, and the department must invite you before you can apply. You submit an expression of interest showing your achievements, and applications are processed in line with Ministerial Direction No. 120, which sets the processing order and the indicators of exceptional achievement.
How much does the National Innovation visa cost?
The base application charge is AUD 6,235 for the main applicant, AUD 3,120 for each additional applicant aged 18 and over, and AUD 1,560 for each additional applicant under 18. A second instalment of AUD 4,890 applies per applicant aged 18 or over who is assessed as not having functional English, and is requested only if the department intends to grant the visa. Health checks, police certificates and biometrics are additional and are not published as a single figure.
How much did the Significant Investor visa cost before it closed?
The subclass 188 Significant Investor stream charged a base application charge of AUD 18,335, with AUD 9,170 for each additional applicant aged 18 and over and AUD 4,590 for each under 18, followed by AUD 4,375 at the permanent subclass 888 stage. Those charges remain published because applications lodged before 31 July 2024 are still being processed, not because the stream is open.
How much does Australian citizenship cost?
AUD 595 for an application on general eligibility grounds using Form 1300t, with a concession fee of AUD 85 for eligible concession card holders and no fee for a child aged 15 or younger applying on the same form as a responsible parent. Citizenship by descent is AUD 380 and evidence of citizenship is AUD 290. Fees are set in the Australian Citizenship Regulation 2016 and indexed each 1 July.
How long do you have to live in Australia before applying for citizenship?
Under the general residence requirement you must have been living in Australia on a valid visa for the four years immediately before applying, have held a permanent visa for the last twelve months of that period, and not have been absent for more than twelve months in total across the four years, including no more than ninety days in the twelve months immediately before you apply. Children under 16 are exempt from the general residence requirement but must be permanent residents.
Can I still apply for the subclass 188 extension streams?
Only if you already hold a Business Innovation and Investment (Provisional) subclass 188 visa. The department states plainly that the Business Innovation Extension and Significant Investor Extension streams, each charged at AUD 1,505, are for existing holders of subclass 188 visas. They are not an entry point, and a provider offering one to a new applicant is describing something that does not apply to you.
Why does this keyword still have search volume?
Partly because Australia genuinely did operate an investor programme until 2024, so historical pages, agent listings and comparison tables still describe it as live. Partly because citizenship by investment is used loosely as a catch-all for any route where money is involved. The practical consequence is that a lot of what ranks for this phrase is describing closed visas, which is worth knowing before you act on any of it.
